CONDITIONS OF ENTRY
This application is subject to acceptance by PGA Tournament Corporation, Inc. Applicant agrees that in the event of acceptance of this application, the application and Applicant's participation in the Section PGA Professional Championship may be rejected or revoked at any time thereafter for violation of eligibility criteria or any conditions of entry.

Both the application and Applicant's participation in the Section PGA Professional Championship are subject to all Rules, Regulations, Provisions of the Constitution and By-Laws of the Professional Golfers' Association of America or other conditions applicable to the Section PGA Professional Championship, as well as to the terms and conditions of any contract which PGA Tournament Corporation, Inc., may have made with other parties with respect to same.

As a condition of entry for participation in the Section PGA Professional Championship, the Applicant consents to the recording and/or transmission of his/her voice and image to being filmed, videotaped, photographed or televised in connection with participation in the Section PGA Professional Championship and any other event conducted in conjunction with the Section PGA Professional Championship; waives, releases and assigns his/her private rights to the production, reproduction, publication and dissemination of any recordings, transmissions, video recordings, portraits, posters, motion pictures, photographs, images and electronic transmissions which depict the Applicant as a participant in the Section PGA Professional Championship or any other phase or portion thereof and any other event conducted in conjunction with the Section PGA Professional Championship to The Professional Golfers' Association of America, any of its affiliates, subsidiaries, or assigns for all use in connection with:

  1. advertising, promoting, or publicizing the Section PGA Professional Championship or PGA Professional National Championship or any broadcasts thereof;
  2. radio broadcasts or "live" or "delayed" telecasts or television programs, Internet or other electronic transmissions;
  3. broadcasts or exhibitions on a recorded basis as part of a program, motion picture or video recording of the Section PGA Professional Championship, or year-end summaries of sports award programs or any news or sports news programs in any form of media;
  4. live or taped non-exclusive updated; and
  5. official lithographs, commemorative yearbooks, portraits, paintings, posters and the like.

Applicant agrees to refrain from any action, which will interfere with the orderly recording, production, reproduction, publication and dissemination of such recordings, transmissions, films, tapes, pictures, photographs, or images.

As a condition of entry all players expressly release and discharge the PGA of America, its affiliates, officers, directors, employees, members, respective PGA Sections, sponsors and the host site from and against any claims for injuries sustained incidental to participating in the event. Players agree that they choose to participate in the event at their own risk and players assume the risk of injury in association with participating in the event.

Applicant agrees that Applicant will not share in any part of the prize money, which Applicant may win in the Section PGA Professional Championship with any other contestant.

If invited, Applicant agrees to play in the Professional-Sponsor event, if one is held, and Applicant is selected to participate, and to honor all applicable obligations should Applicant agree to participate in any later corporate outings for which Applicant becomes eligible through Applicant's performance in the Section PGA Professional Championship.

It is also understood that Applicant's participation in the Section PGA Professional Championship is subject to pre-qualifying unless he/she is among those who are exempt from qualifying.

In the 2009 PGA Professional National Championship, it is anticipated players shall walk at all times during a stipulated round.

Minnesota Section PGA of America
Rules of Play and Information
 
Minnesota Section PGA of America events are governed by the 2008-2009 USGA Rules of Golf, and where applicable, by the following Local Rules, Conditions and Definitions. Appendix I refers to the Appendix of Local Rules; Conditions of the Competition in the 2008-2009 USGA Rules of Golf booklet. Any changes to this card will be supplied on a Notice to Competitors and/or supplementary Local Rules sheet.
 
Unless otherwise noted, the penalty for breach of a Local Rule or Condition is:
Match Play—Loss of Hole · Stroke Play—Two Strokes
 
 
Time of Starting—If a player arrives at their starting point, ready to play, within five minutes after their starting time, in the absence of circumstances that warrant waiving the penalty of disqualification as provided in Rule 33-7, the penalty for failure to start on time is loss of the first hole to be played in match play or two strokes in stroke play. Penalty for lateness beyond five minutes is disqualification. Note to Rule 6-3a.
 
Official Time/Time of Starting—The clock at the tee where the player begins their stipulated round is the official time of starting. When no clock exists, official time is determined by the Official In-Charge. Note to Rule 6-3a is in effect.
 
Specification of Driver Heads—Any driver the player carries must have a clubhead, identified by model and loft, that is named on the current List of Conforming Driver Heads issued by the USGA. Penalty for breach of condition: See Appendix I.
 
Specification of Golf Balls—The ball the player plays must be named on the current List of Conforming Golf Balls issued by the USGA. Penalty for breach of condition: Disqualification.
 
Pace of Play—(Note 2 to Rule 6-7) See separate memorandum to players for pace of play guidelines, when applicable.
 
Out of Bounds—Defined by the nearest inside points of white stakes and/or property fence posts at ground level. When OB is defined by a white line on the ground, the line itself is out of bounds. Rule 27-1.
 
Water and Lateral Water Hazard Stakes and Lines—Rule 26-1.
            Water Hazards are defined by yellow stakes and/or lines.
            Lateral Water Hazards are defined by red stakes and/or lines.
·         When stakes and lines are used to define water and lateral water hazards, stakes identify hazards and lines define margins.
·         When a lateral water hazard is defined on only one side, it is deemed to extend to infinity.
·         When water hazards and lateral water hazards are bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line.
 
Ground Under Repair—Defined by white lines (except Dropping Zones). French drains are deemed to be ground under repair. Flower beds on the course are also deemed to be ground under repair. Rule 25-1.
Immovable Obstructions—Asphalt and artificially surfaced roads and paths are immovable obstructions. White lined areas tying into roads or paths have the same status as the roads or paths, and thus they are immovable obstructions and not ground under repair. Railroad ties, curbing or the like that are attached to cart paths are deemed to be part of the same obstruction.
 
Retaining Walls and Pilings—When located within water hazards or within and/or around bunkers, retaining walls and pilings are integral parts of the course.
 
Tree Wrappings, Electrical Wires and Cables—Closely attached to trees: No relief. Tree wrappings, electrical wires, cables, signs and lightning rods closely attached to trees are not obstructions. They are integral parts of the course.
 
Seams of Cut Turf—Through the green, seams of cut turf (not the turf itself) are deemed to be ground under repair. However, interference by a seam with the player’s stance is deemed not to be, of itself, interference under Rule 25-1. If the ball lies in or touches the seam or the seam interferes with the area of intended swing, relief is available under Rule 25-1. All seams within the cut turf area are considered the same seam.
 
Wood Chips and Mulch—Are loose impediments, unless otherwise provided for in the Local Rules.
 
Turf Plugs on Putting Green: On the putting green, in addition to Rule 16-1c, the player may repair turf plugs of any size.
 
Embedded Ball Through the Green—Local Rule as prescribed in Appendix I is in effect.
 
Distance Measuring Devices—A player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a device that is designed to gauge or measure other conditions that might affect the player’s play (e.g. gradient, wind-speed, temperature, etc.) the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether the additional functions are actually used.
 
Overhead Power Lines—If a ball strikes an overhead power line or cable, while in bounds, the player must disregard that stroke, abandon the ball and play another ball as nearly as possible at the spot from which the original ball was played in accordance with Rule 20-5.
 
Stones in Bunkers—Stones in bunkers are movable obstructions. Rule 24-1.
 
Practice—Prior to a round in stroke play, a player may practice on the designated practice areas. Rule 7-1b applies to other practice in stroke play, and Rule 7-1b covers practice before the round in match play.
 
Suspension of Play—When play is suspended for a dangerous situation, if the players in a match or group are between the play of two holes, they must not resume play until the Committee has ordered a resumption of play. If they are in the process of playing a hole, they must discontinue play immediately and not resume play until the Committee has ordered a resumption of play. If a player fails to discontinue play immediately, they are disqualified, unless circumstances warrant waiving the penalty as provided in Rule 33-7.
Note: A suspension for a dangerous situation will be signaled by one prolonged siren or horn blast. All other types of suspension will be signaled by three consecutive siren or horn blasts. Resumption of play will be signaled by two short siren or horn blasts.
 
Returning Scorecard—For the purpose of applying Rule 6-6c, a competitor is considered to have returned their scorecard when they have first left the scoring area.
 
Close of Competition—The competition is deemed to have closed when the trophy has been presented to the winner or in the absence of a prize ceremony, when all scores have been approved by the Committee.

Notice to Competitors

Rules of Play: The USGA Rules of Golf, Minnesota PGA Hard Card, Minnesota PGA Pace of Play Policy, Notice to Competitors, as well as any Local Rules will govern play. Players will receive a Local Rules sheet daily at their starting hole/player registration.
 
Schedule:         Sunday, August 30th: Optional Pro-Pro Warm-up. See enclosed flyer for more details.
                        Monday, August 31st: Round 1. Shotgun start at 10 a.m.
                        Tuesday, September 1st: Round 2. Pairings will be based on first round score. Tee times off of Hole #1 beginning at 7:30 a.m.
 
Courses:         The “Lakes” & “Woods” courses will be used for the Championship.
 
Reception:      Following Round 1 there will be a reception at 6:00 p.m . for players and guests. A $20 fee will be charged to guests ($9 for children) and payable on-site for those who indicated they will be bringing guests on the entry form.
 
Qualifying for 2010 Professional National Championship: Concurrent to the Minnesota PGA Professional Championship, the low 8 eligible scores (3 alternate positions) will advance to the 2010 PGA Professional Championship at French Lick Resort & Casino in French Lick, Indiana.
 
Pairings:           First round pairings will be emailed to all competitors the week of August 17.
 
Withdraw Policy: Any player who withdraws prior to August 31st will receive a refund of $130.
 
Distance Measuring Devices: Are allowed per the MN PGA Hard Card.
 
Championship Lodging: See enclosed letter from Grand View Lodge.

PACE OF PLAY POLICY
Rule 6-7 states that the player must play without undue delay and in
accordance with any pace of play guidelines that the Committee may establish.
 
The following conditions and policies shall govern regulation of the pace of play by Minnesota PGA Rules Officials and Committee members.
 
DEFINITION OF OUT OF POSITION
The first group to start will be considered out of position if, at any point in the round, the group is taking more than the allotted time to play each hole as established by the Committee. Any following group will be considered out of position if they: (a) exceed the allotted time to play each hole and (b) reach the tee of a par 3 hole that is open and free of play, or fail to clear the tee of a par 4 hole or a par 5 hole before that hole is open and free of play.
 
NOTIFICATION OF PLAYERS OUT OF POSITION
Any group out of position will be notified that they are out of position and will be subject to individual timing. 
 
TIMING OF PLAYERS OUT OF POSITION
Other than on the putting green, the timing of a competitor's stroke will begin when the player has had a reasonable opportunity to reach their ball, it is their turn to play, and they can play without interference by another player or another ball. Time spent determining yardage will count as time taken for that stroke.
 
On the putting green, the timing will begin after the competitor has been allowed a reasonable amount of time to lift, clean his/her ball, repair his/her ball mark and other ball marks on their line of putt and remove loose impediments on the line of the putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as time taken for that stroke.
 
A player will be allowed a maximum of 45 seconds to complete their stroke. NOTE: An additional 10 seconds will be allowed for (a) the first to play a stroke from the teeing ground on a par 3 hole; (b) the first to play a second stroke on a par 4 or par 5 hole; (c) the first to play a third stroke on a par 5 hole; (d) the first to play a stroke around the putting green; or (e) the first to play a stroke on the putting green.
 
FOLLOWING NOTIFICATION OF A GROUP BEING OUT OF POSITION
            Penalty for breach of Rule 6-7
                        First Offense                           One (1) Stroke Penalty
                        Second Offense                      Two (2) Stroke Penalty
                        Third Offense                          Disqualification
 
NOTES:          1. Any timing exceeding the allotted time to play will be carried over for the remainder of the round.
                        2. The Committee will notify a player incurring a penalty under this rule as soon as practicable.
3. Undue delay may occur between strokes. Accordingly, a competitor may be subject to penalty under Rule 6-7, even if he/she plays each of his/her strokes in less than the time allowed.
4. Timing will discontinue when the group has regained its position.           
Policies

POLICIES
Entry fees must be received by the entry deadlines, which are established and set forth herein.

Except where otherwise noted, time in an entry deadline shall mean local time at the site of the National PGA office.

There will be no entry refunds after the closing date for entries.

There shall be no waivers of entry deadlines unless approved by the PGA Officers acting in the best interest of the game of golf, sponsors, hosts/sites, the public and/or the players.
